The county hereby adopts and incorporates by reference, the study entitled "Impact
Fees for Roads in Columbia County, Florida," dated March 2007, including the assumptions,
conclusions and findings in such study as to the determination of anticipated costs
of the additions to the county road system required to accommodate growth. The road
impact fee study is attached hereto as appendix D, which is adopted as fully set out
herein and is on file and available for inspection in the office of the city clerk.
